Prioritizing Resilient Tourism Infrastructure in Tanah Kuning’s Green Industrial Coastal Frontier, Indonesia

Coastal tourism destinations located near large industrial projects face a planning dilemma: improved connectivity can expand access and markets, yet the same transformation may overload services, weaken environmental quality, and marginalize local benefit chains. This study develops a baseline, resilience-sensitive prioritization model for tourism-support infrastructure in Tanah Kuning, North Kalimantan, a coastal settlement within the influence of Indonesia’s Green Industrial Estate development. The analysis used six SPSS frequency-output datasets covering accommodation, accessibility and transport, public facilities, cleanliness and environment, food and beverage, and social-economic conditions. The dataset comprised 43 indicators and 90 valid responses. Descriptive statistics, normalized readiness scores, confidence intervals, gap-to-ideal analysis, response-intensity grouping, and a priority index were used as a screening tool to identify intervention needs. Results show that infrastructure readiness is markedly uneven. Accessibility and transport achieved the highest mean score (M = 3.28), whereas food and beverage (M = 2.24), social-economic functions (M = 2.39), and accommodation (M = 2.46) showed the largest deficits. The overall weighted mean was 2.79, indicating moderate-to-low readiness. The study contributes to civil engineering and infrastructure planning by showing that resilient coastal tourism in an industrial frontier cannot be built through access infrastructure alone. Tanah Kuning requires an integrated package of service, environmental, community, and mobility infrastructure.
