  3. Confirm that the manuscript is not under consideration by another journal at the same time.

  4. Provide complete and accurate information about the research methods, data collection, data analysis, and interpretation of results. Authors must retain research data and supporting materials appropriately and make them available when reasonably required for verification, subject to ethical, legal, and confidentiality restrictions.

  12. Accept editorial and formatting revisions that improve clarity, presentation, and compliance with journal requirements, provided that the scientific meaning and substantive findings are not changed without appropriate author consultation and approval.

  13. Ensure that the final version of the manuscript has been approved by all authors before publication.

Authors remain responsible for the accuracy, originality, integrity, and scientific content of their manuscripts.

2. Responsibilities of Editors

The editors of Jurnal Harpodon Borneo are responsible for maintaining the quality, integrity, fairness, and transparency of the journal's editorial and publication processes. Editorial decisions must be based on the manuscript's scientific merit, originality, relevance to the journal's scope, methodological soundness, and compliance with publication ethics.

Editors are expected to:

  1. Evaluate manuscripts objectively and fairly, without discrimination based on the authors' race, ethnicity, nationality, gender, religion, political beliefs, institutional affiliation, or other personal characteristics unrelated to the scientific quality of the work.

  2. Make editorial decisions based on scientific quality, originality, relevance, methodological rigor, and the journal's editorial policies.

  3. Ensure that manuscripts are subjected to an appropriate peer-review process and that reviewers are selected according to their expertise, independence, and suitability.

  4. Maintain the confidentiality of submitted manuscripts and related communications. Manuscript information must not be disclosed to unauthorized individuals without appropriate permission.

  5. Protect the intellectual property and unpublished work of authors. Editors must not use unpublished information, data, or ideas obtained through editorial handling for personal advantage or the benefit of others without the necessary authorization.

  14. Remain open to new scientific perspectives and differing scholarly opinions, provided that they are supported by appropriate evidence and scientific reasoning.

Editors are responsible for editorial decisions, while authors remain responsible for the scientific content and statements in their published work.

3. Responsibilities of Reviewers

Reviewers assist the editors in evaluating the scientific quality, originality, validity, and relevance of submitted manuscripts. Their assessments should be independent, constructive, evidence-based, and limited to matters within their expertise.

Reviewers are expected to:

  1. Accept review invitations only when they possess the appropriate expertise and can complete the review within the agreed deadline.

  2. Notify the editor promptly if they are unable to review a manuscript or cannot complete the review on time.

  3. Declare any actual or potential conflicts of interest before accepting or continuing a review assignment.

  4. Evaluate manuscripts objectively, fairly, and critically, without personal bias or inappropriate influence from personal, institutional, political, religious, commercial, or other relationships.

  6. Assess the originality, research design, methodology, data interpretation, scientific conclusions, and relevance of the manuscript to the journal's scope.

  7. Identify relevant published work that has not been appropriately cited and notify the editor of suspected plagiarism, duplicate publication, data fabrication, falsification, or other possible research misconduct.

  8. Maintain the confidentiality of manuscripts, research data, findings, and review reports. Manuscripts under review must not be shared with unauthorized individuals.

  9. Not use unpublished information, data, methods, or ideas obtained through peer review for personal research, professional advantage, or the benefit of others without appropriate authorization.

  10. Not contact authors directly about a manuscript under review unless explicitly authorized by the editor.

  11. Avoid personal criticism of authors and focus comments on the scientific content and quality of the manuscript.

  12. Review revised manuscripts when requested and assess whether the authors have adequately addressed the previous comments.

  13. Submit review reports within the agreed timeframe and inform the editor of any circumstances that may affect the objectivity or reliability of the assessment.

Reviewers provide recommendations to support editorial decisions. The final decision to accept, revise, or reject a manuscript rests with the editor.

4. Authorship and Contributorship

Jurnal Harpodon Borneo recognizes authorship as an acknowledgment of substantial intellectual contributions to research and publication. Authorship must reflect genuine contributions and must not be granted solely on the basis of seniority, position, funding, institutional affiliation, or personal relationships.

4.1. Authorship Criteria

An individual should be listed as an author only when they have made a substantial contribution to the research and have fulfilled all the following criteria:

  1. Made a substantial contribution to the conception or design of the research, the acquisition of data, or the analysis or interpretation of data.

  2. Participated in drafting the manuscript or critically revising it for important intellectual content.

  3. Approved the final version of the manuscript for publication.

  4. Agreed to be accountable for their contributions and to help ensure that questions concerning the accuracy or integrity of any part of the work are appropriately investigated and resolved.

All authors must satisfy these criteria. Individuals who contribute to a study but do not meet the authorship requirements should be acknowledged appropriately, with their permission where necessary.

4.2. Author Contributions

Authors should clearly describe their respective contributions to the research and manuscript. Where appropriate, the journal may request a contributor statement using the Contributor Roles Taxonomy (CRediT), including roles such as conceptualization, methodology, investigation, data curation, formal analysis, visualization, and writing.

The corresponding author is responsible for coordinating communication with the journal, confirming that all authors have approved the submitted manuscript, and ensuring that relevant declarations and required information are provided.

4.3. Author Order and Changes in Authorship

The order of authors should be agreed upon by all authors before submission and should reflect their contributions and applicable disciplinary conventions.

Any request to add, remove, or rearrange authors after submission must be submitted to the editor with a written explanation and confirmation from all affected authors. The editor may request additional documentation before approving the change.

4.4. Unacceptable Authorship Practices

The following practices are unacceptable:

  • Gift authorship: listing an individual who has not made a qualifying contribution.

  • Ghost authorship: excluding an individual who has made a qualifying contribution.

  • Honorary authorship: granting authorship solely because of a person's seniority, position, or authority.

  • Unauthorized authorship changes: adding, removing, or changing the order of authors without the required agreement.

Authorship disputes will be addressed fairly and may require clarification from the authors' institutions when the journal cannot independently establish the relevant facts.

5. Plagiarism and Research Misconduct

Jurnal Harpodon Borneo is committed to protecting the originality and integrity of published research. All submitted manuscripts must comply with accepted standards of scholarly attribution and research integrity.

Research misconduct includes, but is not limited to:

  1. Plagiarism: using another person's words, ideas, data, images, or other intellectual contributions without appropriate acknowledgment.

  2. Self-plagiarism and redundant publication: reusing substantial portions of previously published work without appropriate disclosure or justification, or publishing substantially overlapping work as though it were new.

  3. Fabrication: inventing research data, observations, results, or experimental procedures.

  4. Falsification: manipulating research materials, methods, data, images, or results so that the research record is inaccurately represented.

  5. Duplicate submission: submitting the same manuscript simultaneously to more than one journal.

  6. Improper citation practices: deliberately misrepresenting sources or manipulating citations to distort the scholarly record.

  7. Misrepresentation of authorship: including or excluding authors in violation of the journal's authorship policy.

  8. Other serious ethical violations: conduct that undermines the reliability, transparency, or integrity of research and publication.

5.1. Screening and Investigation

The journal may use plagiarism-detection software, editorial assessment, reviewer reports, or other appropriate methods to identify potential publication misconduct.

When a concern arises, the editorial team will assess the available evidence and may request explanations, original data, supporting documentation, or clarification from the authors. The authors will be given a reasonable opportunity to respond.

5.2. Actions in Cases of Misconduct

Depending on the nature and severity of the concern, the journal may:

  • Request clarification or revision.

  • Reject the manuscript.

  • Suspend editorial processing while the concern is investigated.

  • Notify the relevant institution or other appropriate authority when warranted.

  • Publish a correction, expression of concern, or retraction for an article that has already been published.

  • Take other proportionate actions necessary to protect the integrity of the scholarly record.

The journal will consider the evidence and circumstances of each case before determining an appropriate response. Allegations will not be treated as established misconduct without an appropriate assessment.

6. Conflicts of Interest

A conflict of interest occurs when financial, professional, personal, institutional, or other relationships could reasonably be perceived as influencing the objectivity or integrity of research, peer review, or editorial decision-making.

6.1. Authors

Authors must disclose all relevant conflicts of interest, including financial relationships, funding arrangements, affiliations, consultancies, personal relationships, or other circumstances that could influence the research or its interpretation.

Authors must also disclose relevant funding sources and explain the role of funders in research design, data collection, analysis, interpretation, manuscript preparation, or the decision to submit the work for publication, where applicable.

If no relevant conflict of interest exists, authors should provide an appropriate declaration stating that no conflict of interest has been declared.

6.2. Editors

Editors must disclose relevant conflicts of interest and withdraw from handling a manuscript whenever their impartiality may reasonably be questioned. An alternative editor should be assigned to manage the manuscript independently.

Editors must not use their editorial position to obtain personal, financial, or professional benefits from submitted or unpublished work.

6.3. Reviewers

Reviewers must disclose any actual or potential conflict of interest before accepting a review assignment. They should decline the invitation or inform the editor if a conflict could compromise their impartiality.

The editorial team is responsible for assessing disclosed conflicts and taking appropriate measures to protect the fairness and independence of peer review.

7. Research Ethics and Ethical Oversight

Research published in Jurnal Harpodon Borneo must comply with applicable laws, regulations, permits, and recognized ethical standards relevant to the research subject and location.

Authors are responsible for ensuring that research is conducted ethically and that all necessary approvals and permissions have been obtained before the research is carried out.

7.1. Research Involving Animals

Research involving animals must follow applicable animal welfare requirements and relevant institutional or national ethical standards. Where required, authors must obtain approval from an authorized animal ethics committee and provide the approval details in the manuscript.

For fisheries and aquatic research, authors must comply with applicable requirements concerning animal handling, capture, sampling, collection permits, protected species, and the use of biological materials.

7.2. Research Involving Human Participants

Research involving human participants, personal information, interviews, surveys, or other human-related data must comply with applicable ethical and legal requirements.

Where required, authors must obtain approval from an appropriate ethics committee and informed consent from participants. Personal and sensitive information must be protected, and confidentiality must be maintained.

7.3. Environmental and Field Research

Research involving field sampling, aquatic organisms, protected areas, or natural resources must comply with applicable research permits, environmental regulations, and relevant conservation requirements.

Authors should report sampling locations, methods, and relevant permissions accurately. Research activities must be conducted responsibly to minimize unnecessary harm to organisms and ecosystems.

7.4. Ethical Declarations

Where applicable, manuscripts must include statements identifying the relevant ethical approval, permit, informed consent, or exemption. If formal approval was not required, authors should provide an explanation when requested by the editor.

The journal may request supporting documentation when necessary. Failure to provide required evidence may result in editorial action, including rejection or further investigation.

8. Copyright and Licensing

Jurnal Harpodon Borneo respects the intellectual property rights of authors and third parties. Authors are responsible for ensuring that the manuscript and all included materials comply with applicable copyright and licensing requirements.

Authors must:

  1. Ensure that text, figures, tables, photographs, maps, and other materials taken from third-party sources are appropriately cited and used with the necessary permissions or licenses.

  2. Provide accurate attribution for reused or adapted materials.

  3. Disclose any relevant copyright restrictions or licensing conditions affecting the submitted work.

  4. Ensure that the submission does not unlawfully infringe the intellectual property rights of others.

Copyright ownership, publication rights, and licensing arrangements for published articles are governed by the journal's stated Copyright and Licensing policy. Authors should consult that policy for the specific terms applicable to their articles.

The journal will address credible copyright concerns and may request clarification, permission documentation, or corrections where necessary. Serious or unresolved violations may lead to rejection or post-publication action.

9. Use of Generative Artificial Intelligence

Jurnal Harpodon Borneo recognizes that generative artificial intelligence (AI) tools may assist with certain research and writing activities. Their use must remain transparent, responsible, and consistent with the principles of academic integrity, confidentiality, and accountability.

9.1. Use of AI by Authors

Authors remain fully responsible for the accuracy, originality, integrity, and scientific content of their manuscripts, regardless of whether AI tools have been used.

Authors who use generative AI to produce or substantially revise manuscript text, generate images, assist with data analysis, or perform other substantive tasks must disclose such use in the manuscript or in the designated disclosure section, as appropriate. The disclosure should identify the tool and describe its purpose and the nature of its contribution.

Routine spelling, grammar, and formatting assistance may be exempt from disclosure where the journal's submission instructions explicitly permit this. Authors should follow the journal's applicable disclosure requirements.

AI tools must not be listed as authors because they cannot assume authorship responsibilities or accountability. Authors must verify AI-generated information, references, data interpretations, and other outputs before including them in a manuscript.

The use of AI to fabricate data, invent references, misrepresent research findings, conceal plagiarism, or otherwise undermine research integrity is prohibited.

9.2. Use of AI by Reviewers

Reviewers must protect the confidentiality of manuscripts and unpublished research. They must not upload or disclose confidential manuscript content to external AI systems when doing so could expose unpublished information or violate confidentiality obligations.

Reviewers remain responsible for the accuracy, independence, and fairness of their evaluations. AI-generated assessments must not replace expert judgment or be treated as authoritative without verification.

9.3. Use of AI by Editors

Editors must protect confidential submissions and editorial communications. They must not enter confidential manuscript content into AI tools that are not authorized for such use or that could compromise confidentiality.

Editorial decisions must remain the responsibility of human editors. AI tools, where permitted, may support administrative or analytical tasks but must not replace accountable editorial judgment.

9.4. Compliance and Editorial Action

The journal may request clarification about AI use when necessary to assess originality, accuracy, authorship, confidentiality, or research integrity.

Undisclosed or inappropriate use of AI may be assessed under the journal's publication ethics policies. Any action will depend on the nature, significance, and consequences of the violation.

Commitment to Publication Ethics

All authors, editors, reviewers, and other parties involved in the publication process are expected to uphold these policies. Jurnal Harpodon Borneo reserves the right to investigate suspected ethical violations and take proportionate action to protect the integrity of the publication process and the scholarly record.

These policies should be read together with the journal's Author Guidelines, Peer Review Process, Copyright and Licensing policy, and other relevant editorial policies.

The journal may refer to recognized publication ethics guidance, including the principles and resources of the Committee on Publication Ethics (COPE), when assessing ethical issues and determining appropriate actions.
