Tarakan City’s labor market continues to face structural challenges, as sustained economic growth has not significantly reduced open unemployment, particularly among educated workers. This policy-oriented study examines key labor market constraints and formulates evidence-based policy directions for the 2026–2029 planning period. The analysis identifies high unemployment among secondary and tertiary graduates, persistent skill mismatches with manufacturing sector demands, and limited access to professional certification as the primary constraints. Employing a qualitative descriptive approach, the study analyzes regional policy documents, official statistics, and macroeconomic indicators. Problem prioritization is conducted using the Urgency, Seriousness, and Growth (USG) framework, while policy alternatives are assessed through Bardach’s criteria and finalized using Dunn’s multi-criteria evaluation model. The findings indicate that accelerating independent competency certification and revitalizing industry-linked vocational training constitute the most effective interventions. These measures are expected to reduce unemployment, strengthen labor market alignment, and enhance Tarakan City’s regional competitiveness in support of Indonesia Emas 2045.
