The underlying strategic issue is the low sanitation of Tarakan City, which is based on sanitation achievement data in 2024, namely 1. Safe access 1.42%, 2. Proper access 65.77%, 3. Unproper access 34.2% and, 4. Defecation 0.07%. The purpose of this paper is to ensure the synchronization of sanitation targets with the development priorities of Tarakan City and become an operational basis for sanitation strategies during the Tarakan City RPJMD period of 2025-2029. This allows for more effective coordination between sanitation programs and other initiatives. It also provides space for evaluation and adjustment of sanitation strategies in accordance with policy developments. Based on the root of the problem, the low level of safe access and defecation in Tarakan City is due to the suboptimal management of the Domestic Wastewater System and the lack of a Plan, Policy, Strategy and Technical Domestic Wastewater Management System (SPALD) which causes the low level of sanitation in Tarakan City. To support the Wastewater Treatment Infrastructure Improvement policy, a regulatory framework is needed that regulates the tasks, authorities, and implementation of the program as a guideline for implementation procedures and coordination between relevant agencies. This policy recommendation will be outlined in the form of a Mayoral Regulation on the 2025-2029 City Sanitation Strategy (SSK), which regulates the program, activities, and funding stages each year, and in the Strategic Plan of Regional Apparatus Organizations responsible for the sanitation program.
